India Acts Swiftly to Safeguard Citizens Amid Escalating Iran-Israel Conflict

India Moves Citizens from Iran, Israel to Safety Amid Escalating Conflict

June 17, 2025 | New Delhi | www.externalaffairs.in

As hostilities intensify between Iran and Israel, the Government of India has stepped up efforts to ensure the safety of its citizens residing in both countries. In a rapidly evolving regional crisis, Indian diplomatic missions in Tehran and Tel Aviv have initiated steps to relocate nationals to safer areas, while advising all citizens to restrict movement and follow local guidance amidst frequent aerial attacks.

Evacuation Efforts Underway in Iran

In Tehran, the Indian embassy is actively working with Iranian authorities to transport Indian nationals—especially students and professionals—from the capital and other high-risk areas being targeted by Israeli airstrikes. On June 16, more than 100 Indian students reportedly crossed into neighboring Armenia, seeking refuge from the escalating violence.

While formal evacuation plans have not been publicly disclosed, Indian authorities are cautiously managing the process to avoid panic and ensure the safety of citizens under challenging security conditions.

Border Guidance and Mobility in Israel

In Israel, where airspace has been sealed off due to ongoing missile attacks, Indian diplomatic officials in Tel Aviv are guiding citizens toward land exits via Jordan and Egypt. Despite the lockdown, movement through land borders remains viable, particularly for those urgently seeking to return to India.

India’s embassy is also advising citizens on optimal routes to exit the country and is in touch with relevant authorities to facilitate a potential structured evacuation if the situation deteriorates.

Growing Indian Presence in Israel Poses Logistical Challenges

Over the past 18 months, the Indian citizen population in Israel has surged to nearly 25,000, fueled by demand for skilled labor in the Israeli construction sector. Many of these workers now face uncertainty as hostilities escalate and work permits for foreign labor, including Palestinians, are being revoked.

Coordination at the Highest Level

External Affairs Minister Dr. S. Jaishankar has been actively engaged with his counterparts in both Iran and Israel, coordinating India's diplomatic response. He has also held discussions with international stakeholders over the last few days to monitor the evolving situation and ensure Indian interests remain protected.

Despite reassurance efforts, concerns remain among Indian nationals on the ground. A research scholar based in Israel expressed frustration over the lack of clarity regarding formal evacuation arrangements, highlighting the need for timely government communication.

India's Broader Diplomatic Balance

India’s calibrated response reflects its broader strategic posture in West Asia—maintaining strong ties with both Israel and Iran while prioritizing the safety of Indian nationals. With nearly 9 million Indians living across the Middle East, any regional conflict carries immediate implications for India's foreign policy and diaspora management.

As the situation unfolds, India’s efforts to ensure the safety of its citizens while balancing sensitive geopolitical equations will continue to be watched closely by both allies and adversaries alike.
