We're diving into the evolving political landscape of the Maldives. The president-elect Mohamed Muizzu, a key supporter of the ‘India Out’ campaign led by Yameen, is set to take office on November 17th. He has pledged to strengthen the ties between Maldives and China once in office. In a recent interview, he reaffirmed his commitment to diplomatically remove Indian troops from the archipelago during the initial week of his presidency. This move is central to his pro-China foreign policy, intensifying competition between India and China for influence in the island nation.
WHY MALDIVES MATTERS TO INDIA?
Now, let’s understand why Maldives holds immense importance for India. India and the Maldives share a strong bond due to their shared history, culture, and geographical proximity. Both nations share a harmonious alignment in their policies: India’s 'Neighbourhood First' and the Maldives’ 'India First', fostering stability and cooperation. Traditionally within India's sphere of influence, the Maldives' strategic location and historical ties make it essential for India's security, trade, and regional stability. Both nations have a long history of diplomatic, cultural, and economic ties. In fact, India was among the first countries to recognize the Maldives after its independence in 1965.
Describing India-Maldives bilateral relations, India's Ministry of External Affairs (MEA) declares in a document dated June 3, 2023, that "India has a pre-eminent position in the Maldives" with ties in "virtually most areas". India's interests in the Maldives are multifaceted. They range from securing sea lanes of communication to combating piracy and terrorism. Its strategic importance lies in ensuring a conflict-free Indian Ocean, exploring the blue economy, and enhancing trade.
1. Maldives serves as India's frontline defense against various threats, including terrorism, piracy, drug trafficking, and maritime crimes. Its proximity, merely 70 nautical miles from Minicoy and 300 nautical miles from India’s West coast, enhances its strategic significance.
2. Geographically resembling a 'toll gate' between the chokepoints of the western Indian Ocean (Gulf of Aden and Strait of Hormuz) and the eastern Indian Ocean (Strait of Malacca), Maldives holds a critical position in maritime routes. Maldives is strategically located along vital trade routes, facilitating over 97% of India’s total international trade by volume and 75% by value. Its economic centrality is indispensable for India's economic activities.
3. Maldives' strategic importance has surged, especially amid China's naval expansion into the Indian Ocean. The nation's involvement in regional cooperative bodies like SAARC and SASEC underpins its geopolitical centrality.
4. Also, concerns about radicalization and the potential use of Maldivian islands for terror attacks against India highlight the nation's internal security interests.
5. Maldives hosts a significant Indian diaspora involved in the education, healthcare, tourism, and hospitality sectors. This cultural connection strengthens the relationship between the two nations, fostering mutual understanding and cooperation.
THE CHINA FACTOR IN MALDIVES
But there's a twist in the tale – China's growing influence in the Maldives. India is deeply concerned about China's escalating presence in the Indian Ocean region, particularly in countries like Sri Lanka and the Maldives. The establishment of Chinese-controlled ports and military facilities in these areas directly challenges India's strategic interests and regional security.
Maldives, like many other countries in the Indian Ocean region, has been a recipient of Chinese infrastructure investments including the development of ports, airports, bridges, and other critical infrastructure as part of the “String of the Pearls” and became a participant in China's Belt and Road Initiative (BRI).
The pro-China stance of the new President-elect, The 'India Out' campaign and China's growing influence in the Maldives present challenges to India's historically strong relationship with the country. It has sparked a reassessment of diplomatic strategies without straining India's longstanding bond with the Maldives. Yet, India remains steadfast in its commitment to building robust relations with the Maldives, focusing on comprehensive cooperation, security, and infrastructure development. As China's ambitions expand, preserving this relationship is essential for India, given the evolving dynamics of the Indian Ocean region.
